Why does ice form on my exchange line on my central AC when I run it on full auto?

When I set the t-stat to full auto,(in other words, fan turns on only when when the compressor starts) ice forms on the insulated exchange line between the compressor and the coil, and the compressor will not shut off - I have to kill the power from the circuit breaker box; when I leave the fan on continuously, no ice forms and the unit cools properly, however if I don’t leave the fan on, ice forms on the line and the unit can’t cool. The constant noise from the fan can be a little annoying.

Is there a power circuit breaker that alarms when it is tripped?

I have a outdoor hot tub wired directly into a breaker in my breaker box. The breaker tripped recently and I didn’t know until I happened to check the tub and notice ice forming (not good). After I thawed it out so the pipes didn’t freeze I wondered if there exists a circuit breaker that give an audible alarm when the power is lost/ circuit trips.
Has anyone heard of such a thing and if so where can you find it.
